Обычно это означает автоматический частный IP-адрес (APIPA)

По умолчанию при подключении компьютера к сетевому устройству ваш компьютер настроен на получение параметров IP-адреса с DHCP-сервера. Если ваш компьютер не может найти DHCP-сервер или ваш компьютер не может запустить DHCP-клиент, то служба APIPA назначит себе IP-адрес 169.xxx.

Эта неприятная "периодическая ошибка" случается и со мной "периодически". Мое решение состоит в том, чтобы Windows Network Center "решал проблемы", пока он не перезагрузит мой WIFI-адаптер.
