Ты не должен. Элементарная ОС Luna построена на Ubuntu 12.04 LTS и, скорее всего, будет сломана при установке более новых пакетов. Нет никаких гарантий, что они будут работать вообще.
Что касается устаревшего, это не правильно. Это правда, что есть более новые пакеты, однако более старые все еще поддерживаются, что означает, что исправления активно создаются, и исправления безопасности применяются ко всем пакетам, управляемым Canonical. В конце концов, это значение выражения LTS = Long Term Support.
