почему wget не может скачать с этого сервера?

• можно скачать ссылку с IDM & Chrome

• Ваша ссылка урезана, что делает запрос недействительным (следовательно, код ошибки 400 - неправильный запрос)
• Ваша оболочка не имеет представления о том, что означает Expires , response-cache-control и т.д.

Попробуйте экранировать URL, чтобы оболочка распознала & как часть URL, а не как разделитель.
