У меня точно такая же проблема, но на Windows XP.

Чтобы решить openssl/asn1.h, нет такой проблемы с файлом, проверьте системные переменные LIB и INCLUDE .

В Windows XP вы можете сделать это из окна приглашения CMD с помощью следующих команд:

SET LIB

SET INCLUDE

Они должны включать в себя lib и включать папки из каталога OpenSSL. На моей машине:

SET LIB C:\OpenSSL-win32\lib;etc;etc;etc

SET INCLUDE C:\OpenSSL-win32\include;etc;etc

Вы можете добавить к системным переменным, как это:

SET LIB=C:\OPenSSL-win32\lib;%LIB%

У меня были невероятные трудности с установкой Scrapy с помощью easy_install на Python 2.7. Модуль криптографии, в частности, было невозможно установить.
