Вот мои строки конфигурации Debian vsftpd, относящиеся к пассивному ftp:

# Contents of: /etc/vsftpd.conf
pasv_min_port=48900
pasv_max_port=48939

И убедитесь, что ваш брандмауэр принимает входящие TCP-соединения в диапазоне 48900:48939.

На самом деле вы можете выбрать другой диапазон портов ...
