Не могу добавить команды в PATH на Win 7

Question

Я установил эту переменную окружения на панели управления системы на моем компьютере с Windows 7:

Но по какой-то причине ни одна из программ, к которым я пытаюсь получить доступ, например, python, aws cli и splunk, не обнаруживается при попытке их запуска.

Например, когда я пытаюсь запустить Splunk, он не найден, хотя я четко добавил его bin-файл в путь:
