По умолчанию ssh прослушивает только туннельные соединения на интерфейсе обратной связи - попробуйте изменить server на 127.0.0.1 или ::1.

Если вам нужно подключиться извне, используйте ssh -g -D 5000 или ssh -D "*:5000"

Используйте ssh -L вместо -D

он использует локальные порты вместо динамических, если я правильно помню, дает вам меньше головной боли.

ssh -L LOCAL_PORT:SERVER:SERVER_SOCKS_PORT SERVER
